That depends on what you understand under "effect." Considering a model
where elements are ideal switches, no, I cannot describe it using Boolean
functions. With switches I can build an oscillator, that would break the
model. Oscillators are incomputable.
But all that is beyond the point. The first computers were mechanical.
Recently it was claimed in c.l.a. that quantum computing too would be
Turing complete. Maybe it would, but that could not make quantum mechanics
a Newtonian one.
