No, you're wrong about that. It is correct that not everyone
can program, but many people exhibit a talent for it regardless
of their major, and may not know that because they've never tried.
If you limit teaching programming to those who are majoring in
software-related fields, you'll lose a lot of possible talent.

seemed to me that papers on software engineering were only about
doing various kinds of measurements of the development process, and
were dull and useless. They were never about how to program well.
