Those are craftsmen, not designers. Naturally they choose the best 
possible tool, but the guy that designed the golf ball or car does not
need to know if the club is bought at K-Mart or if the wrench is made 
from steel or titanium.
Neither does the designer of the software neccessarily need to know 
which language is chosen to implement the design.
