As noted in other postings, yes, design has to take the implementation
environment into account. E.g., does your design exploit concurrency?
This can make a difference in your choice of Ada vs Lisp for implementation.

Do commercial aircraft designers use graph paper, a French Curve, and a
compass? A good aircraft designer...
Remember, we're talking detailed designs sufficient to begin
implementation, not Burt Rutan's whiteboard.
