I agree because in this case, you would have to declare an array type
to use the list package, which seems inappropriate. Maybe there
should be a child package "Array_Conversions" or something like that
(which is tied to the list, and not the quite generic array conversion
package suggested by Nick).

What about "Is_Reversed", "Must_Reorder", "Is_In_Order", or just
"In_Order"?
