Well, is it really the case that this

  procedure Foo(
		D : in out Data;
		C : in     Data);

is the behaviour of old Emacses? It's the way adamode-3.4b behaves on
emacs 20.3 .. not all that old really. And perfectly reasonable
behaviour too! if it can stop just one person using those horrible
dangling open parens it will be worth it .. I tried it with a dangling
close paren too,

  procedure Foo(
		D : in out Data;
		C : in     Data
	       );

which is way too clever, can't we come up with some scheme to make
this really revolting?!
