Well, IIRC they did try (the Navy with the ALS/N, the Air Force with AIE),
but most program managers wouldn't take on the risk.

Actually, we are gradually getting ourselves "unstuck" (at some cost), in
part because almost no one provides tools for this environment anymore.
Unfortunately, the development environment obsolescence issue has people so
frightened that they want to move away from anything with a "military"
history -- including Ada.
