emacs (http://www.gnu.org/software/emacs/) plus GNAT
(ftp://cs.nyu.edu/pub/gnat/).

Both work on Windows and Solaris (and any other reasonable operating
system).

You get full source code browsing, plus a full-featured Integrated
Development Environment.
