Yes.  An Ada package is analogous to a C++ namespace, not a class.

Actually, there's a straight-forward conversion from C++ to Ada:

namespace N
{
   class C
   {
   public:
      //...
   private:
      //...
   };
} //end namespace N

package P is
   type T is private;
   --...
private
   type T is record ...;
   --...
end P;
