to start a web project using PHP

Hi,

I was thinking of doing a web project, like Yahoo using PHP.

I am a complete non-techy person btw.

How do i start off doing it?

Quesitons are:

How do i configure my IIS( im using Windows XP) so that i can do this
web project on it?

I have tried reading www.PHP.net but its very confusing. The automatic
installshield works but it only shows up a CGI black screen. How do i
compile it i also dont know and the manual process is sooo cryptic.

Basically, all i want is to start programming using PHP and then
compile it or upload it to a server (in this case IIS) and see the
output like the webpage of Yahoo for example?

How do i do that? Pls speak in non-technical terms as best as u can.
