You have to compile it yourself, I think.  There's a binary for GNAT
3.12p IIRC, and you should be able to bootstrap GNAT 3.13p using it.

GNAT Professional 3.14a1 is available for HPUX versions 10 and 11 but
as far as I know, no one has built a 3.13p
for this target. As Florian says, it should be possible
to build one that will support version 10 from the available sources.
I believe that version 11 requires
3.14 or later sources.

Hello,

actually I have build gnat3.13p using the sources on my HP-UX 10.20 using
gnat 3.12p. This compiler works well on HP-UX 11 - but of course only in
32bit. Until now I have only detected one defect: There are problems using
the profiler gprof for my project, the link-phase fails (the same for 10.20
and 11). But this is working for small programs! The compiler is installed
in /opt/gnat-3.13 and is with gdb and gvd. If there is any interest I will
tar it and send it to you.
