Says who? As far as I know, the entire toolchain distributed
by AdaCore is released under the GPL, and you may sell it to
your heart's content without requiring any permission from
anyone. When you do sell it, you must comply with the GPL,
of course.

Only if the output actually contains significant amounts of
copied GPLed code. For example, doesn't GNAT have a no-runtime
option?
