For the null statement: Yep.

No. If SOME_EVENT_TOOK_PLACE is pure, the whole IF statement is a NO OP.
Otherwise it's the same as
declare
dummy : constant Boolean := SOME_EVENT_TOOK_PLACE;
begin
null;
end;
