It seems like you have installed GNAT compiler RPM from ALT 
without installing the runtime. This should not be possible, because
the compiler depends on the runtime, and won't work without. 
However, you can always force rpm to install using the -f option.
If you install the runtime things will probably work. The RPM 
can be found at ALT's homepage at http://www.gnuada.org/alt.html
where there also is information of how to subscribe to gnatlist
which discuss this topic (among others).
