There was three factors that caused
misunderstanding regarding this issue:

1. Compaq reference to GNAT 3.11.

2. No info about current version of the supported
 product on the ACT site (on VMS platform page).

3. Open VMS GNAT public version on the cs.nyu.edu
is still GNAT311P-OPENVMS7_1.EXE
