You could try something like this: (untested)

   protected Event is
      entry Wait;
      procedure Signal;
   private
      Occurred : Boolean := False;
   end Event;

   protected body Event is
     
      entry Wait when Occurred is
      begin
         Occurred := Wait'Count > 0;
      end Wait;

      procedure Signal is
      begin
         Occurred := Wait'Count > 0;
      end Signal;

   end Event;
