I've just checked, and it's the opposite; it does not agree with:

     type T1 is range 1 .. 10;
     type T2 is new T1 range 2 .. 9;

and wants it to be:

     type T1 is range 1 .. 10;
     subtype T2 is T1 range 2 .. 9;

This is different with predefined scalar types, the only one it is  
possible to derive from, i.e, this, is allowed:

     type T3 is new Integer range 1 .. 3;
