in emacs the help function in adamode accesses a file arm95.

Where can i find this file, and where must it be placed to be accessed by 
emacs?

# apt-get install ada-reference-manual

will install the file:
/usr/share/info/arm95.info.gz

and update the directory file:
/usr/share/info/dir

There is currently some effort to imporve the Ada-Mode for both Emacs and  
Vim done by The GNU Ada Project.

For Emacs (unlike vim) there is much talk but not much done - prehaps you  
like to join the effort to change that. If so send a support request to be  
added to the project.

Sort of.  The Texinfo file has been converted manually from the
original Ada 95 standard (without TC1).  In Debian's sense, the
document processing tool used for newer standard versions is still
non-free, and no one has bothered yet to update it to produce Texinfo
output, or redo the manual conversion.

Yes, as "mgrojo" pointed out.  Moreover, .deb files are really "ar"
archives containing two files: data.tar.gz (the files of the package)
and control.tar.gz (the installation scripts).  So therefore:

$ ar xf ada-reference-manual_20021112web-3_all.deb
$ tar xvzf data.tar.gz

But in the long run, it is easier to just install Debian :)

If you look carefully at that site, you will see the link "Tar.GZ of
info files" which _is_ for Emacs, and what R.Freitag asked for.
