First, in GNAT GPL 2008, GNAT.OS_LIB renames System.OS_LIB, so using 
GNAT.OS_LIB would be a waste of time.
Note: Spawn and Ada task can have problems. Should be avoided. Also, 
      in some case "spawn" is disabled.

Second, it would be helpful to give some code.

In the mean time, using the simple routine version it sounds like its your 
"Args" parameter in the call is not setup properly. Also you might try using 
the full path with the program name.
