Cetainly, but the caller always knows how much that is. For a call like
f(1, 2, 3)
the caller can do (on the COBOL Processor(tm) :-)
subtract 3 from stack_pointer
move 1 to stack_pointer[1]
move 2 to stack_pointer[2]
move 3 to stack_pointer[3]
call f
add 3 to stack_pointer
There's no need at all to process the parmeters from right to left.
