Indirectly, Ossim, <http://trac.osgeo.org/ossim/>, includes Ossim_Ada, 
<http://trac.osgeo.org/ossim/browser/trunk/ossim_contrib/Ossim_Ada>, 
which exposes an Ossim.Connectable.Source.Image.Handler.TiffTileSource.

I've not examined the tags directly.
