There must be Windows and Linux kernel drivers and networks infrastructure devices implementing it, who knows in what language written. Ada implementation presumes an application layer protocol. But I guess that in case of any reasonable demand MS will implement it for Windows, fitted into the existing socket infrastructure. P.S. I don't know if SCTP will make it. So far it seems that there is no interest in SCTP. The network infrastructure keeps on improving drastically.
