Why fixed point? Of course, due attention must be paid to scaling,
pivoting, refactoring, tolerances, etc., but all industrial-quality LP
codes that I know about use double-precision floating point for all
calculations. LAPACK comes in float and double versions, but not
fixed-point. It's probably one of the most widely used and respected
linear algebra packages available.
