But your assumption is that the 23 million businesses are of uniform
size, with uniform budgets, with uniform computer hardware investments,
with uniform software investments, with uniform applications.  All of
which is nonsense.  Many of those businesses may not have computers,
and even if they do, they don't have the same software dependencies.
Who knows without a more detailed study.  Maybe all the ones that lost
money were using Microsoft financial software, and the ones using Peach 
Tree and Quicken were fine.

Lets say only 1000 of the 23 million businesses were using Microsoft's
financial software.  Then $100 billion divided by 1000 gives us $100
million. Is that a problem worth solving?

If we're just going to loosely pick the numbers, then I'll find the
ones trying to recover $100 million, and you can look for the ones
trying to recover $434.
