I think "pick up the shipping" is a colloquialism for paying the price of
postage and packaging. You can ask to see the postal regulations at any
post office.
some options are:
a) Cash On Delivery (COD) in many administrations. When the parcel is
delivered to the address, the postman must be paid in cash the amount
specified on the packaging.
b) Prepayment. Send the cash in an exchangeable currency or send a money
telegram, or send International Reply Coupons (IRCs) which can be
purchased at any post office. Under Universal Postal Union (UPU)
regulations (it's a specialised agency of the United Nations) IRCs must
be made available for purchase by the public. You may have to pay more
than the exchange value of them however.
