Because, for example, in Italian, the letter "h" is silent, but it
renders a preceding "c" or "g" hard, wheereas those letters are
soft when not followed by "h".  For example the two
Italian words "ci" and "chi" are pronounced as one could
phoneticise in English "chee", and "kee", respectively.
