Sorry about sending out HTML format in the previous email.  I thought I
had this problem solved, but it has resurfaced again.  It doesn't
make sense.  My settings in Outlook don't appear to have changed, despite
the fact our systems group pushed updates to our machines, and the 
obvious old problem resurfacing.

When I open an email from the list, it shows "Plain Text" as the format.
When I hit reply, it still shows "Plain Text" as the format.  But when
it broadcasts back to me from the list, it is "HTML" format.

We are using Microsoft Outlook 2000 SR-1 (9.0.0.4527).
I didn't have this problem with Outlook 98.

My Outlook settings are:

     Tools/Options/Mail Format

        Send in this message format:  "Plain Text"

        International options...
           Use this encoding for outgoing messages:  "US-ASCII"
           (it used to be "Western European (ISO)",
            but changing to US-ASCII seemed to stop the problem)


If anyone else has any ideas, please let me know.  And before 
anyone suggests switching mail clients, or using a news dealer.  I
don't have a choice.  We are not allowed to use News dealers, and
Outlook is the command standard for email.

Alternatives: Eudora, Pmail, Mozilla, Opera etc...
