Gaining the cooperation of all concerned might be a problem
especially over the hosting issue.
How big a problem I do not know, but it could render the
Registry useless if valuable resources do not wish to
participate. Or even worse, participate with everything but
the hosting and then disappear.

Is it a library or a Registry ?
This is an important distinction for me which can probably
only be answered by waiting for RIEachus' full proposal :-)
