Normalize_Scalars: "This pragma ensures that an otherwise
uninitialized scalar object is set to a predictable value, but out of
range if possible.' (ARM95)

Intialize_Scalars: "This pragma is similar to Normalize_Scalars
conceptually ..." (GNATRM)
