I've released two packages, which you can find here:

Under 'source' is a release for people who have a full development
environment. As is, it works with GNAT GPL 2007 (will work with
earlier versions, with some makefile tweaks).
Under 'windows' is a Windows binary release (made on Windows 2000):
GNAT GPL 2007, ActiveState's Tcl.
I haven't made binary releases for other platforms, mainly because
there are so many of them.
