You can find this at
https://sourceforge.net/projects/gnuada/files/GNAT_GCC%20Mac%20OS%20X/4.8.0/

The README says:

This is GCC 4.8.0 built for Mac OS X Mountain Lion.

Includes ASIS, AUnit, GPRbuild, XMLAda from GNAT GPL 2012.

Compilers included: Ada C C++ Fortran.

Target: x86_64-apple-darwin12
Configured with:
../gcc-4.8.0/configure \
  --prefix=/opt/gcc-4.8.0 \
  --disable-multilib \
  --enable-languages=c,ada,c++,fortran \
  --target=x86_64-apple-darwin12 \
  --build=x86_64-apple-darwin12
Thread model: posix
gcc version 4.8.0 (GCC)

Install by

   $ cd /
   $ sudo tar jxvf ~/Downloads/gcc-4.8.0-x86_64-apple-darwin12.tar.bz2

and put /opt/gcc-4.8.0/bin first on your PATH.

I didn't get it, could you be more especific in the installation when you say:    

   $ cd / 
   $ sudo tar jxvf ~/Downloads/gcc-4.8.0-x86_64-apple-darwin12.tar.bz2 

and put /opt/gcc-4.8.0/bin first on your PATH. 

I didn't understand the last line. What do I have to put in the bin directory after I created it?

PATH is the name of an environment variable. ($PATH (on Unix) or %PATH%
(on Windows) lists directories of the filesystem that have executable
programs, there to be found by process looking for them. In this case,
the process executing the shell would be looking for the executable
programs of GCC. In other cases, an IDE would be looking into $PATH
to find the same programs.)

I's helped me to become familiar with operating system concepts
such as these before trying to make use of the command line.

Here, the first Google hit on searching for 'set path mac os x mountain
lion' was [1], which I'm sure will work. I use a different technique,
which has the strong disadvantage of only working in Terminal windows
(but I'm used to it): edit ~/.bash_profile_common, at the end put

   PATH=/opt/gcc-4.8.0/bin:$PATH

and close/re-open all Terminal windows.
