The arm-eabi runtimes (did you know they are on Github now? [1]) include
a unit as in the Subject with the file name i-bit_types.ads, which
doesn't match GNAT's long-standing krunching of file names to 8.3 format
(which would yield i-bittyp.ads).
Gprbuild GPL 2016 doesn't recognise this, believes the source is
missing, and recompiles everything that depends on it every time.
Looking at AdaCore/gprbuild on Github, this was assigned [P321-019] and
was fixed on 27 May.
So if it's a problem for you you can just (!) rebuild gprbuild from
Github.
