According to WHOIS, Ken Burtch has been using istop.ca as ISP, and I
have been seeing reports of what appear a lot like a business failure
for istop.ca.

People around Toronto have been jumping ship to other providers in
droves over the last day or so.

Seems like brownout to me...  I would not assume it to be a permanent
thing; just hold on a few days, and maybe email Ken (see his WHOIS
record for address...)
