Sure, the environment has an effect on the usability. But as you see with 
Linux, the environment has little to do with the OS itself (it seems to 
change frequently for Linux). As I said, it might make sense for marketing 
reasons to treat these as the same thing, but it should be possible to 
consider the OS separately from the environment.
