Very quick update, I will continue this weekend ...
"But now since gcc/gnat is out of the picture" does appear to be the case so far. Simply adding the -aP argument for both the compile and bind GPRBUILD commands did the trick (I'd already verified that WinRt.gpr was, in fact, in that location, so I figured it would work.)
Onward to MSBUILD. Will keep you updated.

P.S. I have NOT pulled the latest changes to winrt-runtime YET.
