Does this mean I need to do something like:

1.  Test for end_of_line
2.  If true then repeatedly skip_line and test for end_of_line until
it's false
3.  Test for end_of_file??

Hmm doesn't seem to work too well.. Perhaps it needs a repeated test
for end_of_file in 2 when end_of_line is true.
