I think this is a bogus worry. Sure some compiler intened only as a COBOL
replacement might implement the info systems annex and not the rt annex,
but any compiler even vaguely intended for the rt market will have to
implement the RT annex, the market will ensure this much more effectively
than any rule in the standard!
