I can't say anything about Windows versions. 

On my Linux box I achieved the follwing steps:
 
1). installed the acml library (for the gnu fortran compliler called gfortran) 
    with the attached install script. You don't need a fortran compiler, see step 2.).

2.) used GNAT GPL 2012 to do the following:
    compiled the lapack binding (first link) and created a library called lapack-ada
    compiled the blas binding (second link) and created a library called ada_blas
    The bindings use the fortran-interface of ada, this is the reason why you must
    use the fortran versions of the library in step 1.) 

3.) took some of the demo-programs attached to the bindings, complied them and linked 
    them against the matching ada-library and the acml libray

That't it.
