Move the declaration of dummy to bar spec as in

 package Foo is
    package Bar is
       type Dummy is new Integer;
       procedure nulla;
    end Bar;
 end Foo;
 
 package body Foo is
    package body Bar is
-- moved to spec       type Dummy is new Integer;
       procedure Nulla is
          X : Dummy;
       begin
          X:=1;
       end Nulla;
    end Bar;
   type N Array is array (1 .. 10) of Bar.Dummy;
end Foo;
