Free SVG tools

I am not aware of any free SVG editing tools as such, but:

* I believe there are a number of free graphic drawing programs available
which (purport to) export in SVG format. How good any of them are I cannot
avouch.

* Since SVG is just an XML profile, it is quite possible to edit it in a
text editor. I have created simple but effective (I hope ;-) drawings this
way, and it is possible to control and optimise the drawings more than
mechanical methods can normally achieve.

* If you're handy at programming (e.g. in Ada ;-) it's quite possible to
'roll your own' specialised generator. Sometimes this can work way better
then any general CAD, drawing, or art program, but it can take a bit of
patience.

* Theoretically it should be possible to use XSLT tools to generate SVG. Not
sure how practical an idea this is in reality. (Saxon is cool.)

Just some suggestions.
