I should admit that my knowledge of Chinese sayings heavily relies on Terry
Pratchett's writings (:-)).

Come on, even in the former SU nobody would be jailed for writting software.
Honestly, the dissidents worked against the regime, they were a threat. But
even so, one could get no more than 5-7 years in camps for that. 25 years
for exercising the right of free speech, that's closer to a young and
passionate dictature than to a teethless aged regime.
