Do I understand this correctly that I still can use Ada compiler from
MinGW and sell my programs with any licence I want ?

That should generally be true (assuming you don't link in something else
to the program with different license terms)
(e.g. you would still have issues if you linked against the GNU
Scientific Library or some other library that may or may not be
available within the set of packages distributed along with mingw)
