Not exactly.... When values passed in to the Set_Col and Set_Line
procedures that are greater than the current
settings what you would expect occurs, but when values are less then the
current values then probably not.
check out what the Ada95 LRM has to say about the commands.

If you want routines to act as you want them to you should check out the
Public Ada Library (PAL) or interface
to your C/C++ routines from Ada.
