Now those are some excellent questions (back in your 'traditional'
line of discourse).  I hope someone gives you some answers, because
I've had some of the same questions on STARS myself (ever since the
Raleigh conference back in '83! <long before I came to MITRE>) If you
get something, post a summary.

I mistyped question number four.  It should be:

4) Reuse Adoption - How to get reuse into practice.  Is anyone going to ask
if the DoD should be competing with the private sector, or ask if the DoD
is ever going to find out why its contractors DONT like to spend money buying
reusable components?

and a new question

6) IBM - Should IBM be allowed to continue in STARS as long as it refuses to
include Ada in its commercial equivalent of STARS, AD/CYCLE?  And if not,
should they pay back all of the STARS money they received for their hypocrisy
over the past few years of giving two solutions (one commerically, one to the
DoD) for the same large-scale, enterprise wide software engineering problem?
