Not so much a bug, as an unnecessary limitation.
The relevant paragraph is E.2.2(8):

    ... Such a type shall be ... a general access type that
    designates a class-wide limited private type.

For flexibility, T'Class should be allowed provided T is a private 
extension of a private extension ... of a limited private type.
