It turns out this doesn't apply to Ada 95, thanks to some
good negotiating by the Ada 9X Project Office, so that 
electronic copies of the Ada 95 standard are freely 
available on the internet, in various places.

The "official" FTP repository is sw-eng.falls-church.va.us
in subdirectory public/adaic/docs/standard/95lrm_rat/v6.0.
