Since Ada is a good choice for embedded system developing,
Is there an Ada compiler for Win CE? And, are they good patners?

Not AFAIK. But it should be relatively easy to port GNAT to
StrongARM/Linux. If I had too much time, I would try this on my iPAQ.

If you're OK with JVM- targetted applications on CE, you can use JGNAT.
