Yes, you are right.

Ok, new versions would have to be strictly interface compatible with the 
older ones.

The main area I thought of when talking about changes of implementation and 
behaviour was Microsoft Windows. There you have in fact such changes with 
every new version of the OS. The interfaces are more or less compatible.
