I suppose it is bad enough that someone would come out with a fairly blatant
request to get their homework done for them, but to add insult to injury,
there isn't even any description of what the homework is. I suppose I could
send him a program that does a quicksort on a bunch of integers and say
"here's your homework - go ahead and hand it in..." and that would meet the
spec!

FWIW: We can be helpful with homework around here, but a) we won't do it for
you, b) you have to come to us with specific questions & sufficient
information and c) you have to show some reasonable evidence of having tried
to find the answers for yourself.
