Having owned a few GM cars and driven even more, I can't excape the feeling
that the process is something like:

N. Test the vehicle.
   1.  Ship it to a dealer.
O. Analyze Test Results.
   1.  Get data from complaints department.
   2.  Show data to lawyers.
P. Take corrective Action
   1. If lawyers say we might get sued then
         give data to engineers
      else
         give data to marketing department
      end if

In fairness to GM, they're not the only ones!!!
In fairness to the automotive industry, they're not the only ones!!!!
